The guy in the white collared shirt must be the library’s doorman. After all — nothing is free — not even books. Someone must enforce the book return policy. I bet it was him.
Sad in a way, so many people standing around looking for meaning, and work. And yet the interest of the little girl in the top lower right breaks through the cloud and provides a ray of light.
The use of free books for the people is one of the many things that differentiated the USA of the other countries in the world, and yet a few of our European pals thought we were uncultured. Go figure.
